*Phenomenon:
The lower border misses some space to show buttons on the toolbar of richtext controls correctly

*Reproduce Steps:
paste an rte control on a window I see how the buttons on the toolbar show. 
It's easier to see what I mean when clicking on a button so it's stays down.
The lower blue-ish border does not appear.

I didn't report this earlier because I thought that any developer would have noticed this long long time ago and correct it along the other changes for rte.
It's not primordial but it just doesn't look right.

Remark:
It would look a lot better if the buttons would have the same height as the ddlb'es on the left.
