Hi Martha,

It might seem that you may be missing some dlls. Try running the "PowerBuilder Runtime Packager" to prepare the runtime along with all the required files. We have just migrated 2 applications from PB12.5 to PB 2017 R3.
Both applications create exe's and connect to the same database and run locally on Windows 10 machines.
Both were migrated and are running fine on the Windows 10 machine that is running the PowerBuilder application.
One of the applications runs fine when "installed " another Windows 10 machine, but the second application throws the above error, however, we do not get the error when we run the PB12.5 version of the application
After googling the error, we have tried the following possible solutions:
Restarting the computer
Check the .Net version (both machines have the same versions installed)
Run the application as Administrator
64-bit dlls have been copied from C:\Program Files (x86)\Appeon\Shared\PowerBuilder\x64
