Hi Mark;

 Thank you for reporting this non-compliance. I can also see this non-theme behaviour in my PB Apps that use a scrollable Visual Custom User Object.

 I will now forward this ticket on to the main Support/Engineering teams for their review of this situation.

*Phenomenon:
When a theme is applied e.g. "Flat Design Blue" custom userobjects do not use the theme scrollbar.  
See attached image - the datawindow on the left is using the theme scrollbar but the userobject does not.
