Thanks for sharing this solution. Our enginnering team will still analyze for implementing seperate default locations for the differnt bitness runtime. If you don't have any further question regarding this issue, we would like to close this ticket. Thanks again for your feedback!

The following install parameter solved my immediate issue:
msiexec /quiet /norestart INSTALLDIR="C:\Program Files (x86)\Appeon\Shared\Powerbuilder\X64\" /i PB64RT170.msi

*Phenomenon:
Using runtime packager, both the 32 bit and 64 bit select the default install location as "C:\program files (x86)\Appeon\shared\powerbuilder".  The 64 bit should default to "C:\program files (x86)\Appeon\shared\powerbuilder\X64" so both runtimes can co-exist.  Need to install these via script in an unattended mode, so need parameter to set target directory
