The following install parameter solved my immediate issue:
msiexec /quiet /norestart INSTALLDIR="C:\Program Files (x86)\Appeon\Shared\Powerbuilder\X64\" /i PB64RT170.msi

This seems to be related to bug 874. I will transfer it to our Engineering team for further analysis. We will keep you posted of the results here.
Using runtime packager, both the 32 bit and 64 bit select the default install location as "C:\program files (x86)\Appeon\shared\powerbuilder". The 64 bit should default to "C:\program files (x86)\Appeon\shared\powerbuilder\X64" so both runtimes can co-exist. Need to install these via script in an unattended mode, so need parameter to set target directory
